No. I don't think you ';need'; a degree of any kind to start a sanctuary. However, depending in the degree, an education can give you an insight to animals behavior and care, basic vet knowledge, etc.

You would need some knowledge and possibly a zoo-oligist degree, you also need to obtain a license to care for animals xxx
no ~owning some land and getting a charity status for the venture would help with running costs.
